NATO Partnership Training and Education Centers Marketplace and Working Group

The DRESMARA delegation, composed of COL Ionut TARTAREANU/Head of the Education Support Service and Mr. Dorin DUICULETE/expert - Education Planning, Secretariat, Public and International Relations Office, attended the NATO Partnership Training and Education Centres Marketplace and Working Group, organized by the Operations Division/NATO International Staff (NATO IS), and NATO School Oberammergau (NSO), at NATO Headquarters in Brussels, BELGIUM, between 14-16.11.2022

The PTEC Marketplace was opened by the NATO Deputy Secretary General, Mr. Mircea GEONA, Assistant Secretary General for Operations, the Director General of the International Military Staff (DGIMS), Lieutenant General Janusz Adamczak of the Polish Armed Forces, and NSO Commandant, Colonel Jay SMITH.

At the same time, during the opening ceremony, the high Military representative of the Ukrainian delegation to NATO, Major General Serhii SALKUTSAN, presented the situation of the International Peacekeeping and Security Center (IPSC) from Ukraine in the context of Russia's brutal aggression against his country, including the bombing of this training and education facility within the PTEC community.

In the speeches addressed to the representatives of the 27 NATO PTECs and the NSO, joined together in this activity to present to the NATO community - member states and partners - the educational offer, the missions and objectives of the respective institutions, the speakers have highlighted the crucial role of these educational facilities in supporting NATO objectives and missions in partnership with NATO partner countries.

The distinguished guests also highlighted pro-active participation of the PTEC community in NATO initiatives to enhance interoperability by conducting courses or by providing experts in support of NATO's partnership programs and contributing to multinational education and training activities in a variety of critical areas of NATO cooperation.

The DRESMARA stand was visited by Mr. Mircea GEOANĂ, Major-General Eng. Teodor INCICAȘ, PhD, head of the General Directorate for Armaments, Major-General Constantin SPÂNU – head of the Information and Public Relations Directorate, staff of the Defense Section within the Permanent Delegation of Romania to NATO and personnel of the Military Representation of Romania to NATO and the EU, military and civilian personnel from the delegations and representations of NATO member states and partners and from NATO structures and agencies.

The annual exhibition offered the opportunity for DRESMARA representatives to present the postgraduate studies programs and achievements in the field of scientific research, education and training, to the highest NATO standards as well as activities within the NATO programs and the PTEC community.

The PTEC working group, from November 14, led by Mrs. Frédérique JACQUEMIN – Senior Program Manager / NATO IS Operations Division, in collaboration with the NSO commandant, COL Michele MELCHIONNA, Cooperation Policy and Programmes Branch Head, Cooperation Security/IMS, LTC Franz FEYERER, Special Advisor to the NSO commandant, and LTC Cyril ARNAUD, Section HEAD (Global Programming and Training Approach)/Allied Command Transformation, consisted of:

  • discussions within the PTEC community related to the draft of mission statement for the PTEC community, the PTEC Annual Report, the visibility of the PTECs network, the perspective activities for 2023 with a focus on the PTEC Commandants Conference and the reintroduction of the activity of editing the annual report of PTECs;
  • briefing and discussion current DICB challenges, and how to enhance the PTECs participation to DICB programmes by Piers CAZALET, Director DICB, Operations Division/NATO IS;
  • briefing and discussion on the Planning and Review Process (PARP) and opportunities for the PTECs community by Matthias WASINGER, PARP Officer/DICB/Operations Division;
  • briefing and discussion on the Defence Capacity Building (DCB) Initiative- state of play, way forward and potential role for PTECs with Mr. Bora Onen HALIDUN, Coordinator for DCB projects, Operations Division;
  • briefing and discussion on the current challenges of the Emerging Security Challenges (ESC) Division by Dr. Isabelle FRANCOIS, Adviser, Science for Peace and Security Programme, ESC Division;
