Graduation Ceremonies

Regional Department of Defense Resource Management Studies (DRESMARA), together with co-organizers Non-Governmental Association "Political Research Group", Faculty of National Security/War Studies University from Warsaw, Republic of Poland, Faculty of Military Leadership/University of Defense, Brno , the Czech Republic and "Alexandru cel Bun" Military Academy of the Armed Forces from Chisinau, Republic of Moldova and in collaboration with the Military Sciences Section of the Romanian Academy of Scientists, the NATO HUMINT Center of Excellence, Oradea and "Transylvania" University from Brașov organized in October 27 to 28, the 17th edition of the International Scientific Conference "Defense Resource Management in the 21st Century".

The main theme of the conference was BUILDING RESILIENCE - MOBILIZING THE DEFENSE INDUSTRIAL BASE IN AN ERA OF GREAT-POWER COMPETITION, and the high academic standing of the event was supported by special guests, from the country and abroad, as keynote speakers who chaired the plenary sessions – representatives of the civil and military academic environment, of governmental institutions and non-governmental research and development organizations in the field of geopolitics: Mr Ioan-Mircea PAȘCU, Professor, PhD, The National University of Political Studies and Public Administration, Bucharest, Ms. Oana Antonia COLIBĂȘANU, PhD, Vice-president for Strategic Relationships and senior geopolitical analyst at Geopolitical Futures, Major General Iulian BERDILĂ, Chief of the Romanian Land Forces Staff, Retired Lieutenant General Tomiţă-Cătălin TOMESCU, former commandant of the Southeast Multinational Corps, Mr. Andrew J. During the conference, the "round table" concept was implemented with real success, its theme being "New NATO Strategic Concept and Black Sea Security".

The debates, led by the director of DRESMARA, Colonel Florin-Eduard GROSARU, professor, PhD, and Ms. Liliana FILIP, PhD, president of the "Political Research Group", brought together both the keynote speakers of the conference and special guests, from the country and abroad, as follows: Mr. Ruben-Erik DIAZ-PLAJA, Senior Policy Advisor of the Policy Planning Unit/Office of the Secretary General of NATO, Mr. Joshua M. BURGIN, coordinator of the New Security Leaders Program at the Warsaw Security Forum and advisor to the European Academy of Diplomacy, Mr. Thomas J. CLUFF – Lawyer and National Security Consultant , Systems Planning and Analysis, Inc., USA, Retired Major General Mihail E. IONESCU, professor, PhD, The National University of Political Studies and Public Administration, Bucharest, Ms. Leonela LECA, PhD/GLOBSEC , COL Dumitru IANCU, associate professor, PhD, Dean of the Faculty of Economic and Administrative Sciences/"Nicolae Bălcescu" Academy of the Land Forces/Sibiu, Mr. Ovidiu DAN, head of BDS – Big Data and Cybersecurity/Atos Romania, Mr. Alin GHERAN – Managing Partner and Mr. Bogdan IVĂNESCU – Vice-president, Business Development and Strategy, both from Adamo Technology/Romania.

The conference was held both in plenary sessions and in 6 specific sections:

- Defense Economics – moderator: Mr. Vlad-Ionuț DUMITRACHE, associate professor, PhD/DRESMARA;
- Social sciences – moderator: Ms. Brîndușa Maria POPA, lecturer, PhD/DRESMARA;
- Military Strategies and Defense Planning - moderator: Ms. Maria CONSTANTINESCU associate professor, PhD/DRESMARA;
- Theories and Practices in Management – moderators: Ms. Aura CODREANU, associate professor, PhD, and Ms. Dana-Cristina ANTONOAIE, lecturer,PhD/DRESMARA;
- Information Science – COL eng. Cezar VASILESCU, professor, PhD, habl./DRESMARA.

Due to the special scientific prestige accumulated over previous editions, the conference brought together participants at national and international level, with 39 papers presented by 49 authors, individually or collectively, as follows:
• at national level - 27 papers with 36 authors, representing:
- military educational institutions (DRESMARA, "Nicolae Bălcescu" Land Forces Academy) – 6 articles / 11 authors;
- structures/units of the Ministry of National Defense – 13 articles / 13 authors;
- civil institutions of higher education (the University of Bucharest, the Academy of Economic Studies/Bucharest, "Babeș Bolyai" University/Cluj-Napoca, the niversity of Oradea,
The National University of Political Studies and Public Administration/Bucharest, "Lucian Blaga" University/Sibiu, "Transilvania" University/Brasov) – 7 articles/11 authors;
- independent researchers – 1 article/1 author;
• at international level - 12 articles with 13 authors, representing military educational institutions (Naval Postgraduate School, Monterrey/USA, War Studies University, Warsaw/Poland,
"Alexandru cel Bun" Military Academy of the Armed Forces, Chisinau/Moldova) and structures of the Ministries of Defense from the Republic of Azerbaijan, the Republic of Colombia and the Republic of Tunisia as well as civilian educational institutions (Çanakkale Onsekiz Mart University and Istinye University in Istanbul/Turkey).

The 17th edition of the conference represented the perfect framework for relevant scientific debates on concepts, principles and trends in the fields of defense economics and planning, theories and practices in management, social sciences, transatlantic cooperation and information science in the new context of the changes generated by the current security environment.

Last but not least, the impeccable administrative organization of the conference and, implicitly, the fulfillment of the proposed objectives, as well as the media coverage of this event, was due to the support of the sponsors: S.C.
