NATO Partnership Training and Education Centers Marketplace and Working Group

The DRESMARA delegation, composed of COL Ionut TARTAREANU/Head of the Education Support Service and Mr. Dorin DUICULETE/expert - Education Planning, Secretariat, Public and International Relations Office, attended the NATO Partnership Training and Education Centres Marketplace and Working Group, organized by the Operations Division/NATO International Staff (NATO IS), and NATO School Oberammergau (NSO), at NATO Headquarters in Brussels, BELGIUM, between 05-06.11.2019.

The PTEC Marketplace was opened by the NATO Deputy Secretary General, Mr. Mircea GEONA, Assistant Secretary General for Operations, Mr. John MANZA, Deputy Chief of Staff (Partnership Directorate) at SHAPE, Rear Admiral Bülent TURAN, and NSO Commandant, Colonel Michael A. DAVIS.

At the same time, during the opening ceremony, representatives of DRESMARA and the International Center for Finnish Defense Forces (FINCENT) presented the activity, achievements, experience and added value brought to the NATO training process as NATO Partnership education and training centers (PTEC).

In the speeches addressed to the representatives of the twenty-six NATO PTEC and the NSO, joined together in this activity to present to the NATO community - member states and partners - the educational offer, the missions and objectives of the respective institutions, the speakers have highlighted the crucial role of these educational entities in supporting NATO objectives and missions in partnership with non-Alliance countries.

The distinguished guests also highlighted pro-active participation of the PTEC community in NATO initiatives to enhance interoperability by conducting courses or by providing experts in support of NATO's partnership programs and contributing to multinational education and training activities in -a variety of critical areas of NATO cooperation: Projecting Stability, Counter terrorism, Languages, Counter IED, Cultural Awareness, Emerging Security Challenges.

The DRESMARA stand was visited by Mr. Mircea GEOANA, Ambassador Stelian STOIAN – Permanent Representative/ Romania's Permanent Delegation to NATO, Lieutenant General Dumitru SCARLAT, PhD, Military Representative of Romania to NATO and the EU, Major General Constantin DOBRE – Head of the Air Operational Component of the Air Force General Staff, COL Avram IANCU, Deputy Head of Defence Section from Romanian Permanent Delegation to NATO, military and civilian personnel from the delegations and representations of NATO and partner countries and from NATO structures or agencies.

The annual exhibition offered the opportunity for DRESMARA representatives to present the postgraduate studies programs and achievements in the field of scientific research, education and training, to the highest NATO standards as well as activities within the NATO programs and the PTEC community.

The PTEC working group, from November 06, led by Mrs. Frédérique JACQUEMIN – Senior Program Manager / NATO IS Operations Division and Colonel Paul HANDLE – NSO, consisted of:

  • discussions within the PTEC community: the annual exhibition, the activities of 2020, the programs "Train the Trainer" and "Instructor Exchange", the planning of the activities in 2021, financial issues presented by Mrs. Paola PASINI/Partnership Directorate/SHAPE, issues regarding the online management tool used for developing and reviewing the work plans and programmes and managing the preparation of events/activities of NATO members and partners, Partnership Real-time Information, Management and Exchange system/ePRIME presented by Mrs. Anna BOROS – ePRIME Database Manager, Cooperative Security Division, International Military Staff (IMS), information on IMS support, presented by LTC Elnur GOJAYEV;
  • briefing on the challenges of the new Defence Institution Capacity Building Directorate (DICB) by Mrs. Gerlinde NIEHUS, Deputy Director DICB, Operations Division and discussions about the PTEC role and involvement related to this issue;
  • briefing and discussions on Defence Capacity Building (DCB) Initiative- state of play, way forward and potential role for PTECs with Mr. Bora Onen HALIDUN, Coordinator for DCB projects, Operations Division;
  • briefing and discussion with Mr. Gabriel CASCONE, Senior Officer, Emerging Security Challenges Division (ESC) on "How to improve the interaction between NATO and PTECs on Emerging Security Challenges? ";
  • discussions with COL Benoit TAILLIANDIER – Branch Head Cooperation Policy and Programme, Cooperative Security Division, IMS on “Interaction between military authorities and partners” and the involvement of PTEC;
  • discussions with the Spanish, United Kingdom and United States NATO delegations on "Cooperative security: the importance of partnership for NATO".
